摘　　要：根据社区社会资本状况和社区功能发挥程度,本文基于苏州的调查,对准移民城市社区建设进行了研究,认为这类城市向最高层级"和谐社区"迈进,面临小区环境不理想、居民生存状态反差大、居民参与度低、群际心理隔阂较明显等现实障碍,造成这些障碍的主要根源在于户籍居民与流动人口的不公平待遇和流动人口的高流动性。创新准移民城市社区建设必须合理设定分阶段建设目标,确立深度现代化、效益协调、帕累托最优等原则,从体制改革创新、政策调整优化等层面采取综合性推进措施。According to the degree of community social capital and community function, the community of typical ＂prospective immigrant city＂ in Suzhnu is in the second layer of community construction as a whole. To the highest level of ＂harmonious community＂ environment is faced with the unsatisfactory Cell environment, the large contrast of Residents living conditions, low participation, such as the obviously intergroup divide reality obstacle. The main causes of these obstacles lies in the unfair treatment between household residents and floating population, and high liquidity of the floating population. Innovation prospective imufigrant city community construction must set reasonable phased eonslruetion goal, to establish some principles, such as modernization, benefit coordination and Pareto optimality etc. We must take comprehensive measures in the levels of innovation system and policy adjustment.
