关于全面深化体育改革几个基本问题的研究

摘　　要：运用文献资料法和逻辑分析法,围绕十八届三中会全面深化改革的总体部署,分析全面深化体育改革所面临的改革方向、改革关键点、改革突破口以及改革路径等几个基本问题。研究认为:改革方向迷茫是当前全面深化体育改革面临的首要问题,全面深化体育改革必须遵循市场经济体制改革的基本方向,改变单纯依靠国家(政府)办体育的发展方式,走市场化、社会化发展道路和发展方式。全面深化体育改革的关键点在于转变政府体育管理职能,在科学理解转变政府职能的基础上,明确界定政府在发展中的责任主体角色,实行责任主体与实施主体分离。全面深化体育改革的突破口应选择在培育、发展和完善体育社会组织方面,以培育健全成熟完善的体育社会组织实现体育管办分离,推进体育的社会化和市场化发展。在具体实施改革时,应积极发挥"顶层设计"的宏观指导作用,将宏观层面的"顶层设计"与微观层面的"摸着石头过河"两种路径结合起来,确保深化体育改革的各项措施朝着既定目标顺利实施与推进。Using the method of literature and logical analysis, under the Third Plenary Session of tbe 18th Central Committee of the Communist Party of China comprehensively deepen reform of the overall deployment, the authors analyzed comprehensively deepen the sports reform facing the reform direction and reform key point and several basic problems such as breakthrough and reform path. The reform direction of confusion is the top issue facing the deepening the reform of sports, comprehensively deepen the sports reform must follow the basic requirements of market economy reform, breakthrough rely on state （the government） do sports mode of development, commercialization, socialization development path and development mode. Comprehensively deepen the sports reform the key point lies in the transformation of the government management function, clearly define government responsibility main body role at the same time, the responsibility subject and separation of implementing the subject. Comprehensively deepen the reform of sports breach should be chosen in the aspect of cultivating and developing the sports social organizations, to foster and improve tbe mature and perfect sports social organizations realize tube being separated, promote the development of socialization and marketization of sports. In the concrete implementation of the reform, should actively play a role of the guidance of the top-level design, there will be the top design and combine two kinds of path, is toward the established goals steadily push forward reform.
