摘　　要：本研究根据开发的评估指标对全国53个较大市的情况展开法制政府建设评估,评估指标涵盖机构职能和组织领导、制度建设和行政决策、行政执法、政府信息公开、监督和问责、社会矛盾化解和行政争议解决等方面,调查方式包括实地调查、问卷调查、网络调查和体验式调查等。根据评估结果,被评估的城市平均得分188.87分,占总分300分的63%。总体看,各地建设法治政府的基本制度框架已经形成,法治观念和意识有所提高,但是整体尚处于较低水平,尤其是公众满意度较低。规范性文件制定不规范,重大决策民主程度偏低,信息公开需要更好地回应公众需求,群体性事件频发说明政府化解社会矛盾的能力有待提高。政府需要更认真地对待行政诉讼。This paper commenced an assessment for 53 larger cities nationwide based on the assessment standards. The assessment standards include： mechanism functions and administrative organization leadership, system construction and administrative decision making, administrative enforcement, open government information, supervision and accountability, social conflicts resolution and administrative dispute settlement. Methods of investigation include： field investigation, questionnaires investigation, web investigation and experiential investigation. According to the assessment resuits, the average score of the assessed cities is 188. 87, accounting for 63% of 300 points. Overall, the basic institutional framework of the lawful government has been formed; the awareness of lawful government has increased, but is still at a low level, especially in low public satisfaction. The procedure of formulating normative documents has not been standardized. The level of democracy during the major administrative decisions making is low. The open government information needs to better respond to the public demands. The frequent group events illustrate that the government＇s ability to solve social conflicts needs to be improved. Governments need more serious attitude to the administrative proceedings.
