基于超效率DEA方法的江苏省城镇化发展差异评价

摘　　要：随着我国经济结构转型的不断加快,城镇化建设进入了快速推进阶段.由于各地区环境承载力、生态基础、经济发展存在差异,因而不同地区的城镇化质量存在较大的差异.江苏省是东部沿海经济发展较为发达的省份之一,城镇化率处在全国前列,但省内三大区域、13个地级市的城镇化发展效率却存在一定差异.鉴于传统DEA模型CCR、BCC等在进行效率评价时自身存在的缺陷,该研究取2006～2011年为时间序列统计数据,着重考察2011年各地级市的城镇化发展问题,采用超效率DEA分析方法展开相关研究.结果表明：（1） 2007～2010年间,苏南、苏中与苏北之间的城镇化效率差异最为显著;（2）各地区在资源利用、产出效率、城镇化发展等方面协调不一.反映出江苏省部分地区城镇化发展在资源利用、转化为各项产出时的收益状况未能达到最优,存在一定程度的冗余与不足.由此得出启示：经济发展要与城镇化进程协调,尤其是苏北地区要注重提高资源利用效率,突出城镇化发展的稳健性.Along with the accelerating transformation of economic structure, urbanization has entered the phase of rapid advance. The quality of urbanization is different because different region has various environmental bearing capacity, ecological basis and economic development level. Jiangsu is one of the provinces where economic devel- opment level is the highest on the east coast and its urbanization rate is at the top of the countries. But the differ- ences of urbanization development efficiency still exist among of three areas and 13 cities in this province. Because the classic DEA model such as CCR and BCC have flaws in the efficiency evaluation, this paper used the super effi- ciency DEA model analysis method to deeply analyze efficiency difference of Jiangsu urbanization development from 2006 to 2011. The results showed that： 1 ） from 2007 to 2010, there were significant differences of urbanization ef- ficiency among South of Jiangsu, Middle of Jiangsu and North of Jiangsu; 2） resources utilization, production effi- ciency and the urbanization development in each region showed significant differences, which reflected that resource utilization in urbanization development was not optimal with a certain degree of redundancy and shortage in parts of Jiangsu province. It suggested that economic development should be coordinated with urbanization development; es- pecially the North of Jiangsu must pay more attention to improve resources utilization and highlight the robustness of urbanization development.
