北京都市型现代农业功能的哲学思考

摘　　要：农业功能是农业自身固有的,也是随着所处的区域社会经济发展而不断彰显与发展的。该文运用马克思主义哲学思想理论,总结了北京市都市型现代农业的逐渐显现的多种功能,并深入分析梳理了各种功能间的关系以及各种功能在整体功能中的作用。得出的主要结论包括:农业的其他功能的依附、从属于经济功能;农业的生态、服务和社会功能是随着社会经济的发展逐渐显现的;北京的都市型现代农业的4项功能组成农业的整体功能,其中经济功能是农业的基础功能,经济功能为服务功能、社会功能和生态功能的发展奠定了基础;而农业的生态功能处于保障地位,属于保障性功能;社会功能是经济功能存在的前提和必要条件,也属于农业的基础功能,同时,社会功能也是其它3项功能不断发展的驱动力之一。最后提出了充分发挥出北京农业的多功能的对策:坚持适宜的发展原则,加快相关政策与制度的制定;不断提升产业化发展水平以及产业开发力度;不断推进技术推广、信息服务、教育、培训为体系的农业技术综合经营;注重协调农业的功能关系;建立利益补偿机制。Agricultural functions are the inherent of agriculture developing with the economic development of re- gional society. In this paper, based on the theory of Marxist philosophy, the functions of Beijing urban modem agri- culture were summarized and the relationship between the various functions and various functional role in the overall function were in-depth analyzed. The main conclusions included ： The other functions of agriculture belonged to the economic function of agriculture. The ecology, service and social function of agriculture were gradually revealed with the development of social economy. The four functions constituted the integrated function of the agriculture. E- conomic function was the foundation of agriculture which provided the foundation for the development of the service function, the social function and the ecological function. While the ecological function of urban modem agriculture was in the safeguard position and belonged to the indemnificatory function. The social function of urban modem agri- culture was the premise and necessary condition for the existence of the economic function and belonged to the agri- cultural basis function. At the same time, the social function of urban modem agriculture was one of the driving force for other three functions development. Finally, the countermeasures of giving full play to the muhifunctional agriculture in Beijing were proposed, including insisting on the principle of appropriate development, speeding up the establishment of relevant policy and system, constantly enhancing the level of industrial development, promoting technology, information services, education, and training management system; Paying attention to coordinate the relationship between the function of agriculture, and establishing benefit compensation mechanism.
