摘　　要：当前,台海两岸关系已进入历史性的机遇期,应逐步构建军事互信机制,以使两岸和平关系制度化。本文首先回顾了两岸构建军事互信机制的思路和倡议;其次,探讨两岸构建军事互信的主要障碍,进而提出化解分歧的想法;最后,提出推动两岸军事互信机制建立的可操作措施,包括授权民间智库预先铺路、军事院校之间的交流、成立军事互信专职小组、相互交换军事书籍、建立联合救灾演习机制、共同合作编撰军史以及建立军演主动通报机制等。At present, the cross-strait relation has entered a period of historical opportunities. The two sides should gradually build up military mutual trust mechanism to institutionalize cross-strait peaceful relationship. This paper first reviews the ideas and initiatives of building cross-strait military mutual trust mechanism; it discusses the existing obstacles in building the mutual trust mechanism; it then puts forward some suggestions to resolve the differences. The paper finally proposes some operational measures to promote cross-strait military mutual trust mechanism, including licensing civil think tanks in advance to pave the way of exchange between military academies, exchanging military publications, establishing specific mechanism for joint disaster relief exercises and proactive notification, and so forth.
