摘  要:目的:全面了解武汉市国有企业医院改制现状,根据改制成功的典型案例分析企业医院改制前后的管理体制、运行机制、改制中的困难与改制后的成果等。方法:依据改革模式和运行机制的特点,采用典型调查的方法选取武汉市普仁医院等5家医疗卫生服务机构开展机构调查、医务人员问卷调查、知情人深度访谈等,并运用描述性统计分析方法进行分析。结果:国有企业医院改制后,医院的管理体制更加灵活和自主;采用了新的人事制度和用人机制,医院的人力资源数量和质量提高;医院改制后患者平均住院日减少,病床使用率不断提高,医院的服务质量不断提升。结论:医院应根据自身的实际情况选择改革模式;国有企业医院改制之后的发展问题才是关键问题;医院应明确自身改承担的社会责任,不断加强并体现卫生事业的公益性质。Objective:A comprehensive understanding of the present status of the restructuring of state-owned enterprises hospital in Wuhan,according to the successful typical case analysis enterprise hospital before and after the reform of management system,operation mechanism,after the difficulties in the restructuring and reform achievements,etc.Methods:Based on the characteristics of the reform model and operational mechanism,adopt the method of typical investigation Wuhan Puren hospital etc.These 5 hospitals were carried out the organization investigation,the focus of medical personnel questionnaire survey,symposium,insider depth interviews and literature analysis,and using the method of descriptive statistics analysis for analysis.Results:After restructuring of state-owned enterprises hospital,the management system of hospital is more flexible and independent.Adopted a new personnel system and mechanism of choose and employ persons,the hospital human resources quantity and quality improvement.The hospitals,average length of stay for patients after such confinement generally is reduced,and the bed utilization rate is rising,hospital services and improve service quality.Conclusion:State-owned enterprises reform of hospital system pattern diversity,each have advantages and disadvantages,should undertake choosing according to the actual situation of the hospital itself; The development of the hospital restructuring state-owned enterprises after the problem is the key problem; the hospital should bear the social responsibility of clear its own change,continue to strengthen and public welfare nature of health.
