摘 要:本文结合医学科研机构科研人员在个性、工作、成果等方面的特点,调研国内相关机构并总结了科研人员绩效评价的特点:绩效评价的理念与领域内科研环境及科研单位的战略目标紧密相关;绩效评价的组织实施及评价主体存在差别;实行分类绩效考核并充分结合科研人员的岗位职责;实施科研成果单项奖励政策;与激励机制挂钩;定量考核为主,定性考核为辅等特点。目前医学科研机构科研人员绩效存在的问题:评价定位不明确;评价主体单一及评价客体认识不充分;评价工具不完善;评价周期设置不当等问题。绩效评价目的是为了提升个人绩效,而不是根据结果实施奖惩;充分认识绩效评价的两面性;适时修订评价指标体系以适应现实需求等。In this paper,we analyzed the researchers'characteristics of domestic medical research institutions in terms of personality,work,achievement,etc.According to the investigation on institutions mentioned above we summarized the characteristics of performance evaluation:the concept of performance evaluation is closely related to the scientific research environment and the strategic objectives of the institutions,there are differences both in implementation and evaluation of body,implement classification performance evaluation which combined the post responsibilities of researchers,implement individual incentive policy of the research achievement,linked with the incentive mechanism and quantitative assessment based while qualitative assessment supplemented.Analyzed some problems:Evaluation positioning is not clear,evaluation body is single,awareness of the evaluation object is not sufficient,assessment tool is imperfect,evaluation period setting is improper.Gave some suggestions:the purpose is to improve the individual performance rather than the result of the implementation of rewards or punishments,fully understanding the two sides of the performance evaluation,timely revision evaluation system to adapt to the reality of demand.
