我国慢性病社区综合防治管理现状及对策

摘　　要：慢性病已成为影响居民健康的主要因素,开展社区卫生服务是慢性病防治的最佳途径。慢性病防治体系不健全、社区卫生服务体系建设和经费筹集机制不完善、医务人员整体质量不高、慢性病的健康教育和健康促进未得到深入开展、双向转诊制度未得到充分落实等多方面原因造成目前我国慢性病社区防治效果不理想。为此,建议优化卫生人力资源体系、建立完善的区域卫生信息平台、深入开展健康教育和健康促进活动、以双向转诊为切入点发展社区卫生服务、建立健全考核指标体系和社区慢性病综合防治评价体系。Chronic disease has become a major factor in affecting the health of residents.The development of community health service is the best way to prevent chronic disease.Chronic disease prevention and control system is not perfect,the community health service system is imperfect,imperfect mechanism for raising funds,the quality of the medical staff is not high,chronic health education and health promotion have not been carried out thoroughly,two-way referral system has not been fully implemented,and many other reasons have caused chronic disease prevention and control effeet of the community is not ideal so far; for this reason,it is recommended to take optimizing health human resources system,establish and improve the regional health information platform,carry out health education and health promotion,develop two-way referral as the point of community health services,establish and improve the evaluation index system and evaluation system of community comprehensive prevention and control of chronic diseases and other measures.
