贫困村互助资金的实施成效及发展对策——以甘肃省为例

摘　　要：作为农村微型金融的具体形式,贫困村互助资金在缓解农户资金需求、促进优势产业发展、创新扶贫资金使用管理机制、培养农户诚信意识、构建和谐社区等方面发挥了重要作用,同时也存在诸多问题。以甘肃省为例,介绍了甘肃省贫困村互助资金基本制度安排及贫困村互助资金取得的成效,分析了互助资金在贫困瞄准、风险控制以及运行管理等方面存在的问题,提出了提高贫困瞄准度、加强能力建设、强化风险控制、拓宽融资渠道等建议。As the concrete form of rural micro ifnance, the impoverished villages’ mutual funds play an important role in alleviating fund demands of farmers, promoting development of advantageous industries, innovating use and management mechanism of poverty alleviation fund, fostering integrity consciousness of farmers, and establishing harmonious community, but there are a lot of problems. Taking Gansu province as the example, it introduced the basic system, the arrangement and the effects of impoverished villages’ mutual funds in Gansu Province. Then, it analyzed the problems existed in poverty aiming, risk control and management of mutual funds. In the end, it proposed some suggestions, such as improving poverty aiming accuracy, enhancing construction of abilities, strengthening risk control, expanding ifnancing channel, etc..
