摘　　要：发展社区医疗是我国医疗体制改革的重中之重。然而,在当前的情况下,我国社区卫生服务还存在相关制度缺失、设施不完善、人才流失严重等问题。本文在总结北京大屯社区卫生服务中心管理经验的基础上,提出加强社区卫生人才建设、落实国家基本药物制度、完善社区卫生服务经费补偿机制、增大社区卫生服务中心硬件设施投入、进一步构建完善的双向转诊制度及三级医院对社区卫生服务中心的医疗转诊的关系协调等全方位的应对措施和发展建议。Development of community healthcare is the top priority in the healthcare reform of China.However,there are such problems as absence of some related systems,imperfect facility,outflow of talents now.This paper suggests proposals on strengthening the development of community health talents,fulfilling the system of national essential drugs,improving community health service funding mechanism,increasing hardware facilities investment,further building a sound two-way referral system,coordinating medical relationships between tertiary hospitals and community health service centers.
