摘　　要：嘉庆主政时段是清王朝由盛转衰的关键时期,清朝政府正经历内忧外患,盛世气象如日西沉。但从西藏地方来看,此时中央王朝对西藏的管理正处于顶峰阶段。本文试图从内政、外交两方面对嘉庆君臣对西藏地方事务处理态度及其深层原因作初步分析和探讨。It is during Emperor Jiaqing' s reign that Qing Dynasty began to decline.However,it is also the time that Qing government took the strongest control of Tibet.This article attempts to discuss the emperor and his ministers' attitudes toward Tibetan local affairs from the respects of domestic politics and foreign affairs,and explores the reasons.
