摘 要:根据国情,我国的生态消费发展水平评价指标体系框架由可持续消费、经济发展与社会和谐、资源能源节约、生态安全与环境友好四个子系统构成,并将一级指标据其属性分解成具体的11个二级指标,并用可测量的69个三级指标加以描述,从而形成了一个完整和具有内在联系的层次指标体系。运用熵权法对我国2000-2012年的生态消费发展水平进行评价,结果显示,我国在生态消费方面取得了实质性的进展,但在生态消费的一些方面仍有待加强或改善。针对经济发展与社会和谐、资源能源节约和环境总体恶化的压力还在加大等方面的问题,我国应以科学发展观为指导,推进体制机制创新,完善政策法规体系,全面协调生态消费各子系统的均衡发展。According to the national conditions, sustainable consumption, economic development and social harmony, resources and energy conservation, and ecological security and environmental friendly are constituted the framework of China’s evaluation index system on developmental level of ecological consumption. In this framework, the ifrst class target is broken down into speciifc 11 secondary indexes based on its properties; and may be described by 69 measurable third class indicators; thus forming a complete hierarchy index system with intrinsic link. Evaluating the ecological consumption and development level between 2000 and 2012 by using entropy method, the results shows that China has made substantial progress in ecological consumption, but we have much room for improvement. Beyond that, this paper points out that the viewpoint of scientiifc development should be used as the guideline to boost innovation of the mechanism, consummate policies and regulations, and fully coordinate balanced development of each subsystem of ecological consumption, which is aimed at the problems with regard to the increasing pressure from economic development and social harmony, resources and energy conservation and environmental deterioration in general.
