摘　　要：通过对河北省农民专业合作社主管部门、60家不同类型合作社以及121户棉农的走访调研,建立农民专业合作社政策效果评价指标体系。从不同的层面不同的角度对合作社政策的支持的效果进行了细致的分析评价,并且归纳了影响农民专业合作社政策效果发挥的原因,最后得出结论:从整体上看,农民专业合作社政策的实施效果还是令人满意的;不同的发展阶段,农民专业合作社的政策支持方式也不尽相同,并且随着时间的推移,政策体系日益规范、完善和具体;农民专业合作社政策效果的发挥,中央层面加大支持力度是前提,地方政府认真贯彻实施,完善地方配套措施是关键,政府官员和合作社领导及农民个人素质的提高同样具有重要影响。In this research, we visited the competent authorities of Hebei farmer specialized cooperatives and 60 different types of specialized cooperatives, as well as 121 farmers, Establishment of farmer specialized cooperatives policy effect evaluation index system. From the different perspectives and different levels, did a detailed analysis and evaluation of the effect of cooperative policy support, And summarized the reason induced the effects of policy professional farmers cooperatives play, the final conclusion： From an overall point of view, the effect of policy implementation of farmer specialized cooperatives is satisfactory; Different stages of the development, the policy support of farmer cooperatives is different , Over time, the policy system will increasing Specification, refinement and specific ; If wo would the policy effects of Farmer cooperatives play well, Central level intensify support for the premise, Local government to seriously implement measures to improve the local matching is the key, Government officials and cooperative leaders and individual farmers, improving the quality also has an important impact.
