摘　　要：当前我国人口老龄化趋势日益严峻,政府购买居家养老服务对解决我国养老难题、构建和完善社会养老服务体系具有重要作用。在阐述新公共服务理论内容和政府购买居家养老服务的必要性及存在问题的基础上,借鉴新公共服务理论提出了政府购买居家养老服务时政府、社会组织、社区和公民层面的协调合作模型。Currently, with the increasingly grim trend of China~ aging of population, government purchase home care service plays an important role in solving our pension problems, building and improving social pension services system. Based on discussing the contents of the new public service theory, the necessity of government purchase home care services and the problems existed, this paper, with references of the new public service theory, puts forward a coordination and cooperation model on the levels of government, social organization, community and citizen.
