摘 要:依托特高压输电技术,构建大范围资源优化配置平台、提升电网功能与价值,是加速电力、能源和经济转型的重要途径。文章运用大能源观,提出考虑多区域、多资源、多维度的新型电力规划理论。通过优化选择包含电力送受端的多区域电源扩展方案和跨区电力流规模、流向,实现发电能源、水、环境、土地等资源的优化配置。通过构建能源综合运输体系,促进可再生能源大规模接入和高效利用,改善生态环境。结合国家电网规划实践,提出未来我国电源开发布局、可再生能源消纳、电力流向与规模等规划方案。Based on the ultra high voltage (UHV) transmission technology, construction of the platform for nationwide optimum material deployment is the significant way to enhance the function and value of grid, which can promote the mode transformation of electric power, energy and economic. According to the large energy view, the innovative theory of electric power system planning with multi-regions, multi-materials and multi-dimensionalities considerations was proposed. The optimization of generation resources, water, environment and soil deployment was achieved by the optimum selection of the power generation scale, direction of cross-regional power flows between sending and receiving regions. The theory can promote the construction of energy comprehensive transmission system, well integrate and effectively utilize the large-scale renewable energy, and make the ecological environment better. Planning scheme of the State Grid Corporation of China (SGCC) had the achievements of exploitation layout of generations, accommodation of renewable energy, pattern of cross-regional power flows.
