摘　　要：改革开放以来,我国的村民自治制度日趋完善,但也面临诸多困境。问题存在的原因是多方面的,但其最深层次的原因是缺乏坚实的社会基础。大力发展农村非政府组织,是摆脱村民自治困境的必由之路。农村非政府组织不仅为村民自治输送了合格的参与主体,还为村民自治的顺利进行提供了坚实的组织基础和良好的社会环境,这是完善村民自治的重要保障。但目前我国农村非政府组织发展水平较低,影响了其作用的发挥,因此,必须大力发展农村非政府组织,以促进村民自治的优化和完善。具体应包括以下几个方面:创新观念、放松规制,清除影响农村非政府组织发展的障碍;加强培育和引导,充分发挥政府在农村非政府组织发展中的重要作用;促进农村非政府组织自身建设,完善其内部治理机制和自律机制。Since the reform and opening up, the villagers~ autonomy system in China is becoming more and more perfect, but it also faces many difficulties. There are many reasons for the problems, but the deepest reason is the lack of a solid social foundation. Therefore, to develop rural nongovernmental organizations is the inevitable course to resolve the plight of villagers autonomy. Rural nongovernmental organizations not only transport qualified participants for the villagers autonomy, but also provide solid organizational foundation and a good social environment for the smooth conduct of villagers＇autonomy. So rural non governmental organizations are an important guarantee to improve villagers＇autonomy. However, at present the development level of the rural nongovernmental organizations is low, affecting their role. Therefore, we must vigorously develop the rural non governmental organizations to promote the optimization and improvement of villagers autonomy. It should include the following aspects： innovate in concept and relax regulation to remove barriers to rural nongovernmental organizations development; strengthen nurturing and guidance to give full play to the important role of government in rural non governmental organizations development; promote rural nongovernmental organizations self-construction to improvement their internal governance mechanisms and self-regulatory mechanisms.
