区域高端科技创新资源优化配置的市场化路径分析——以江苏战略性新兴产业发展为例

摘　　要：江苏在发展战略性新兴产业过程中,高端科技创新资源规模强大,但在战略性新兴产业发展中配置效率不高,主要表现为江苏境内的高校和科研院所、以上海为龙头的长三角地区、与江苏开放型经济有密切联系的发达国家地区以及江苏省内三大区域的高端科技创新资源未能得到有效利用和整合。为提升创新资源配置效率,应坚持走市场化路径,充分发挥市场对资源配置的决定性作用,深化体制机制改革,激发市场主体创新活力和内生动力,促进各类高端科技创新资源自由流动和有效整合,促进江苏战略性新兴产业取得重大技术突破,掌握自主知识产权和核心竞争力。This article analyzes the existing main problems in the process of development strategic emerging industries of Jiangsu and points out that the size of high -tech innovation resources is large but the its allocation efficientcy is low, which presents that high - tech resources haven＇ t efficiently utilized and integrated in Yangtze Dalta led by Shanghai, developed countries and regions closely relating to the Jiangsu export-oriented industries and three major regions within jiangsu province. In order to upgrade the edfficiency, author puts up solutions of above problems which are to stick to follow the marketization path, fully play the decisive function of market, deepen the reformation of system mechanism, inspire the vitality of the market and inner power, promote the resources and elements to flow freely and integrate, thus to achieve the upgrading of resources allocation and put forward the major techology breakthrough and command the intellectual property and core ＇competitive force.
