摘　　要：文章介绍了国内外关于云计算环境下电子文件管理、电子文件标准规范体系建设以及电子文件一体化管理的研究现状,比较了云计算环境和传统网络环境下电子文件管理的区别。从创新管理机制体制、完善法规制度标准规范、构建区域性政务云和电子文件管理流程再造等几方面给出了云计算环境下电子文件一体化管理的对策。This paper introduces Electronic records management in cloud computing, standards and guidelines system of Electronic records and Electronic records integrated management in China and foreign countries. The Paper compares differences of electronic records management in cloud computing with that in traditional network. The Paper puts forward four measures for Electronic records integrated management in cloud computing, those are： management mechanism innovation, standards and guidelines system improvement, regional governmental cloud construction and electronic records management business process reengineering.
