摘　　要：利用平衡计分卡理论构建出三级文化信息资源共享工程实施效果评价指标体系,具体包括效益、用户、内部工作流程、学习与成长4个一级指标,14个二级指标及31个三级指标;并利用层次分析法确定指标权重,为各指标制定详细的评分标准及数据来源。Based on the theory of balanced scorecard, this paper constructs the performance evaluation index system for the cultural sharing project, which includes 4 first level indicators （benefit, user, internal workflow, learning and growth）, 14 second level indicators and 31 third level indicators. It also determines each index weight with AHP, and develops a detailed scoring criteria and data sources for each indicator.
