摘　　要：网络论坛是网络时代兴起的一种全新公共话语空间,也是现实话语空间在网络中的扩展和延伸。网络论坛自由性、开放性、互动性特质决定了对其只能是治理而非管制。因而,要从治理的理论视角,运用治理的方式手段建立论坛秩序,构建和谐论坛。Internet forum is a new kind of public discourse space rising in the Internet era, and also the online expansion and extension of real discourse. Its characteristics of freedom, openness and interaetivity decide that it can only be governed rather than being controlled. Thus, it is essential to establish a BBS order from a theoretical perspective of governance by means of management so as to build up harmonious forums.
