我国新型城镇化模式转变:从单向发展走向双向均衡

摘　　要：新中国成立以来,中国的城乡社会发展进程由于发展政策的城市化偏向,一直呈现出农村的资源、劳动力、土地、资金向城市流入的单向度特征,在确保国家工业化进程、城市优先发展的同时,固化了城乡空间隔离,拉大了城乡发展差距,促生了诸多的社会矛盾和问题;现今,社会对生态文明建设、智慧城市建设、新型农村建设、城乡一体建设、人的全面发展等综合性要求,单向度的城市化模式已经成为制约城乡经济社会发展的局限因素,而新科技革命和信息化发展为新型城镇化发展提供了新的条件;新型城镇化作为城乡一体发展的新模式,是实现以"人"的城镇化为核心,以实现城乡社会服务均等、资源自由流动的双向均衡流动目标,推动城乡社会统筹发展的科学路径。Since the forming of New China, due to the urbanization deviation of the developmental policy, the urban and rural social development process has demonstrated a unidirectional feature with rural resources, labor force, land and funds flowing into cities. While ensuring the industrialization process and priority development of cities of the country, the urban and rural spatial interval has been solidified, thus broadening the gap between urban and rural development and giving rise to many social conflicts and problems. Nowadays, with the comprehensive requirements of the society for constructing ecological civilization, smart city, new - type countryside, urban - rural integration, human overall development, etc. , the one - dimensional mode of urbanization has become the limiting factor of restricting the urban - rural socio - economic development, and the new technological revolution and informationization development has provided new conditions for the development of new urbanization. New - type urbanization, as a new mode of urban - rural integration development, is a scientific path for tion of urban -rural social services, and two realizing the goal with the urbanization of ＂people＂ as the core, equaliza- dimensional equal free flow of resources to promote the social overall development of the cities and countryside.
