中阿合作论坛框架下的中阿关系

摘　　要：十年来,中阿合作论坛作为中国与阿拉伯国家集体对话与合作的重要平台,对于推动中阿政治互信、经济互惠、文化互鉴关系的全面发展发挥了重要的作用,取得了丰硕的成果。中阿合作论坛建立的十余项合作机制,已经成为中阿战略合作关系的机制性平台。在当前的新形势下,中国应从战略高度多层次评估中阿关系所处的国际环境和地区环境,正确认识中阿关系面临的机遇与挑战;应进一步加强中阿政治互信、经济互惠、文化互鉴关系的建设,寻找和扩大双方的利益契合点和价值共识,不断提升中阿战略合作关系的水平;应加强对阿拉伯国家国情差异性及利益诉求复杂性的认识,通过加强中国与具体阿拉伯国家的双边关系,配合和促进论坛框架下的中阿多边合作。In the past decade, China-Arab States Cooperation Forum （ CASCF）, as the important platform of collective dialogue and cooperation between China and Arab States, has played important roles in promoting bilateral relations of mutual political trust, economic cooperation and cultural communication and absorption, and made a lot of fruitful achievements. Under the CASCF framework, more than ten mechanisms have become the institutional platform of China - Arab strategic cooperation relations. Facing the new situations, China should do better in these areas as follows： Firstly, to evaluate international and regional environment at the strategic level, and understand rightly the challenges and opportunities facing China - Arab relations; Secondly, to further promote the construction of mutual political trust, economic cooperation, cultural communication and absorption between China and Arab States, find and extend bilateral benefit combinations and value commons, and elevate continuously the standard of strategic cooperation of China- Arab relations; Lastly, to reinforce cognizing the differences of national conditions and the complications of interest claims among different Arab states, promote China - Arab multilateral cooperation under the CASCF framework by the development of bilateral relations between China and individual Arab States.
