摘 要:伴随城镇化进程的推进和我国城市巨系统的发展,在气候变化和生态环境承载力等城市外部性影响逐渐深化对城市肌体影响的背景下,城市灾害对城市的韧性构成严峻挑战。为了应对外部冲击或挑战,国际范围内正在讨论弹性城市理论方法体系对于提升城市弹性能力的作用。弹性城市是指城市较快恢复到原有状态,并且保持系统结构和功能的能力。弹性城市的研究包括理论方法学探讨与规划管理实务两方面。在深刻揭示国际城市间不同冲击下城市弹性差异的基础上,全面概括了弹性城市的理论缘起和国外实践,从标准体系视角调研了世界范围内关于城市弹性的评价指标研究与实践评测进展,研究了我国目前对弹性城市理念的理解与应用进展,并剖析了其中的不足,提出以城市弹性评价体系的构建来推进我国弹性城市的规划建设,通过弹性城市的建设为生态城市和智慧城市建设提供安全、可持续的城市载体平台,抵御气候变化对城市脆弱性的冲击。Along with the advancement of China's urbanization and the development of urban system, as well as the external impacts of climate change and ecological environment burden, urban disaster performs great challenge to urban resilience. To cope with this, urban resilient capacity was investigated by international scholars. In this study, urban resilience introduced by different impact internationally was summarized, as well as to investigate the evaluation system and practical application of urban resilience internationallyI as well as study the importance of this planning concept for China and its development shortage. Finally, in order to promote the capacity buildup for the resilience of China's city, the evaluation system should be established through the construction of resilient city to provide a solid basis for urban sustainability. Therefore, resilience planning can work against climate change vulnerability of city.
