摘　　要：云南边境民族地区有16个世居民族,在长期的生产生活实践中各族人民创造了丰富多彩的民族文化,民族风俗、民族风情异彩纷呈,堪称民族文化资源的宝库。近年来,农村基层党组织采取各族人民喜闻乐见的形式,传承和弘扬民族优秀文化,满足群众日益增长的文化需求,文化建设能力逐步增强。但是,也还存在文化活动质量不高、文化活动设施缺乏、文艺人才缺失和文化产业化程度不足等突出问题,提高文化建设能力成为边境民族地区农村基层党组织执政能力建设的重要方面。In the Border ethnic areas in Yunnan Province, there are 16 indigenous ethnic groups with a rich and colorful ethnic culture accumulated from the long-term production and life practice. Their colorful ethnic and folk customs have become a treasure of our national culture resources. In recent years, the rural grass-roots party organizations have taken various measure which the people of all eth- nic groups love to inherit and carry forward the national excellent culture, meet the growing cultural needs of the masses, which has gradually enhanced its capability of cultural construction. However, there are also some considerable problems, such as the low quality of cultural activities＇ lack of cultural activities＇ facilities, lack of literary talents, insufficient cultural industrialization. So to improve culture building capacity is the important aspect of the reigning ability construction of rural grassroots party or-ganizations in national regions.
