美国“双反”背景下常州光伏产业发展环境分析

摘　　要：2011年10月以来,美国商务部及美国国际贸易委员会对中国光伏产业进行"双反"调查,并于2012年11月8日终裁落定。面对美方针对中国光伏相关企业与产品征收18.32%-249.96%反倾销关税和4.78%-15.96%的反补贴关税,我国光伏产业几遭灭顶之灾。常州光伏产业也不例外,遇到了诸如国际市场压力剧增、风险增大、亏损严重、经营困难等严峻挑战,经过多年发展,常州光伏产业在产业集群、产品特色、人才集聚等方面业已形成优势。常州光伏产业要认清形势,实行政企联动,抓住产业机遇,扬长避短,发挥优势,进一步做大做强光伏产业。In 2011 October, the United States Department of Commerce and the United States Internation- al Trade Commission have made the anti-dumping and countervailing investigation on China＇s PV industry, and settled the final result in November 8,2012. The 18.32% -249.96% antidumping tax and 4.78%- 15.96 countervailing tax almost drove the domestic PV industry into the edge of destruction. Changzhou PV industry was also faced with many problems, such as the intense competition from international market, the rising risk, serious losses, operational difficulties, etc. after all the difficulties, Changzhou PV industry has made the advantages in industry clusters, product characteristics and professional talents, which win them the better development. It is the high time for Changzhou PV industry to make the clear understanding of the situation, seize the opportunities, do the good cooperation of government and enterprises, so as to strengthen the PV industry.
