摘 要:冷战结束后,全球气候变暖所导致的北极地区自然环境变化以及国家间政治向全球政治演进所导致的北极地区社会环境变化,合力推动着作为全球治理不可或缺环节的北极治理的发展。北极治理是一个系统性的综合课题,它涉及北极治理主体、北极治理机制和北极治理领域等方面的内容。其总体特征分别表现为:其一,基于国家主义和全球主义两种不同理念,北极治理主体呈现出以国家行为体为主、多元行为体共存的局面;其二,出于北极治理的有效性考虑,北极治理机制正由"软法"向"硬法"方向发展;其三,由于北极治理的复杂性,北极治理领域处于传统安全议题与非传统安全议题相交织的状态。After the Cold War,the changing Arctic natural environment owing to global warming as well as the changing Arctic social background due to the evolution from inter-state politics to global politics jointly propel the development of Arctic governance as an integral part of global governance. As a systematic and comprehensive project,Arctic governance covers from the Arctic governance subjects to the Arctic governance regimes and Arctic governance areas.Their overall characteristics are as follows:thanks to the two different ideas of nationalism and globalism,Arctic governance is dominated by state-actors co-existing with non-state actors;for effective Arctic governance,the Arctic governance regimes are under the change from “soft law”to “hard law”;and because of complexity in Arctic governance, traditional security issues are interwoven with non-traditional security issues.
