摘 要:公共危机的连带性强、危害性大等特征对危机应对主体提出了更高的要求,因此构建政府与非政府组织在公共危机应对中的合作网络对于有效应对公共危机具有重要意义。以2013年"4·20"雅安地震事件为研究对象,运用社会网络分析方法探究政府与非政府组织在公共危机应对中的合作网络结构特征及各节点在危机应对中的作用,并依据邻接矩阵对网络粘性、关联性、中心性和凝聚子群进行测度。定性和定量研究结果表明,节点属性影响组织在网络中的位置、作用及行为选择。公共危机合作网络中需要常设的、权威的危机应对核心机构,负责协调组织间关系并设计灵活的激励制度。网络中的非政府组织之间应当加强实质有效合作。The wide spread, serious harm and many other characteristics of public crisis have put forward higher require-ments to the crisis response participants. Therefore, in order to deal with public crisis effectively, it becomes more and more significant to establish the cooperation network between government and non-governmental organizations in the public crisis response. On the basis of the 4.20 Ya-an seismic events in 2013, Social Network Analysis is employed to explore the cooperation network structure characteristics and the role of each node in crisis response. The network viscosity, rele-vance, centricity and cohesive subgroups were measured according to the adjacency matrix data. The results both qualita-tive and quantitative indicate that, the attributes of nodes affect the position, function and behavior choice of the organiza-tions in the network. The stationary, authoritative core institutions responding to crisis should be set up in the cooperation network to be in charge of coordinating relations between organizations and designing flexible incentive systems. The real effective cooperation betw^en the non-governmental organizations should be strengthened in the network.
