农户家庭经济发展能力综合评价指标构建——基于陕西省安康地区农户调查

摘　　要：能力建设是解决贫困山区农户家庭经济发展问题的一个切入点。当前制约陕南贫困山区农户家庭经济发展能力的主要因素,包括外部环境因素、政策支持因素及家庭自身因素等。通过对陕南贫困山区农户家庭经济发展能力综合评价指数的模型分析,发现:当地农户家庭经济发展能力整体偏弱,在当地不完全市场经济条件下,传统小农经济对外部环境的依赖性仍比较明显;另受家庭内部因素的影响,农户家庭经济发展能力存在着明显的个体差异性。对于贫困农户家庭的政策支持的有效性与可持续性,也将深刻影响贫困山区农户家庭经济的发展能力。It is essential to develop the capacity of farmers in poverty-stricken mountainous areas in solving the problem of household economic development. The recent main elements of conditioning such Shaanxi farm households＇ economy-developing capacity include external environment,supportive policy,households themselves and so forth. An analysis by the model of comprehensive assessment indexes for the farm household＇s capacity in economic development in Shaanxi poverty-stricken mountainous areas finds that the local farm households＇ abilities to develop economy are generally weak. Under the circumstances of local incomplete market economy,traditional small-scale peasant economy depends obviously on external environment. Besides,under the effects of households themselves,there are prominent individual differences between farm households in ability to develop economy. Moreover,effective and sustainable supportive policies have profound effects on the raise of poverty-stricken mountain farmers＇ abilities to develop household economy.
