摘　　要：从宏观制度环境、农村经济和农产品物流这三方多层视角来观察,当下西部地区农产品物流关系存在着结构失调问题,西部地区应理清农产品物流可持续发展机制建设的基本思路,加快体制创新,实现西部农产品物流的可持续发展。只有通过以观念创新和政府职能转变为前提,以营造宏观制度环境为保证,建立综合决策机制加快体制创新;以化解西部地区农村经济约束为基础,建立立体保障机制改善发展质态;以强化西部地区农产品物流功能为突破,建立整体运行机制实现管理创新,才能真正推进可持续发展建设机制进而探索一条更加健全合理的社会发展道路。In terms of macroscopic institutional environment,rural economy and logistics of agricultural products,this study made an observation and analysis of the imbalance of the structure of agricultural products relationship in northwestern China. Based on the results,the author brings forward a general idea of constructing the mechanism for sustainable development of agricultural products logistics in the west by speeding up innovations in system. To speed up innovations in system,something must be done to transform the existing conceptions and governmental functions,create a macroscopic institutional environment and introduce a mechanism of comprehensive decision-making. Those binding measures to rural economic development in the west should be neutralized to establish a stereoscopic guarantee mechanism for improving the quality of development. Moreover,effort should be made to strengthen the function of farm products logistics and establish an integrated operative system to actualize innovations in administration. With all these done,we can hope to actually promote the mechanism of sustainable construction and find a sound and reasonable road to social advancement.
