长三角统筹土地制度变革的路径——从区域内统筹向跨区域统筹转变

摘　　要：通过区域统筹与合作,长三角区域一体化已走向深入,经济得以长足发展。要使长三角经济持续发展,应充分发挥市场配置资源的作用,让要素自由流动。目前劳动力、资本、技术等要素在长三角间自由流动已基本实现,但土地要素在区域间还不能自由流动,这就需要改革现行的土地制度。长三角在统筹土地制度改革方面已经进行了一系列探索,但改革只限于省域范围内统筹,还没在省际间展开。要使这种统筹从区域内向跨区域转变,可试行两个挂钩:一是将农业人口向城市转移与城市建设用地增加挂钩,二是将城市工业向外部转移与共建沿海滩涂开发区挂钩,以实现土地要素跨区域流动,促进经济持续发展。Through regional co-ordination and cooperation regional,integration has been deepening in the Yangtze River Delta and economy has developed rapidly.To make the Yangtze River Delta economic sustainable development,the role of market in resource allocation should be fully played to allow free flow of factors.Currently,labor,capital,technology and other elements flowing freely between the Yangtze River Delta has been largely achieved,but land factor cannot flow freely among regions,which need to reform the existing land system.A series of exploration has been carried out on the co-ordination land reform in Yangtze River Delta.But reform is only limited within provincial coordination and there is no expansion in the inter-provincial.Two links can be tried on the co-ordination land system reform in order to transform from regional co-ordination to interregional co-ordination.First,links should be established between the agricultural population shift to cities and urban construction land increase.Second,links should be established between transferring the urban industry outwardly and building jointly coastal beach development area in order to achieve inter-regional flows of land and promote sustainable economic development.
