基于DEA方法的县乡两级医疗机构协同管理运行效率分析

摘　　要：目的:分析县乡两级医疗机构协同管理运行效率,为进一步优化医疗资源配置、提高县域内医疗资源整体利用效率提供依据。方法:对浙江、河北、江西、海南4省的22家县级医疗机构进行现场调研,收集调研医院2008-2010年面板数据,通过DEA方法对县乡两级医疗机构协同管理的运行效率进行分析。结果:2008-2010年,县乡两级医疗机构协同管理开展较好的县,其被调查的10家县级医疗机构的综合效率均值、纯技术效率均值和规模效率均值在2009年改革之后均有明显增长;而县乡两级医疗机构协同管理开展一般的县,被调查的12家县级医疗机构的综合效率均值、纯技术效率均值和规模效率均值在3年间均无较大变化。结论:县乡两级医疗机构协同管理能够提高县级医院总体运行效率。Objective： This paper researches on the operation efficiency of cooperation management of medical institutions in county and township areas to provide evidence for the decision to further optimize the distribution of medical resources and improve the efficiency of usage in the whole County areas. Methods： The field study selects 22 county medical institutions in Zhejiang, Hebei, Jiangxi and Hainan provinces. Col- lecting the panel data from 2008 till 2010 in every hospital to analyze the operation efficiency of cooperation management of medical institutions in county and township areas based on DEA. Results： Between the year 2008 and 2010, the better county operation efficiency of cooperation man- agement of medical institutions in county and township areas, the average value of comprehensive efficiency, pure technical efficiency and scale efficiency has increased sharply after the construction of the cooperation management in 1990. Otherwise, the average county operation efficiency of cooperation management of medical institutions in county and township areas, the mean value of comprehensive efficiency, pure technical effi- ciency and scale efficiency has changed a little. Conclusion： The paper suggests that the cooperation management of medical institutions in county and township areas could improve the operation efficiency of the whole county medical institutions
