摘　　要：介绍了德国全民医保体系的发展现状,揭示德国全民医保体系的基本特征及其存在的主要问题,并从中归结出德国全民医保在坚守互助原则的基础上注重通过发挥商业健康保险的市场竞争效率提高全民医保运营效率,注重节约医疗资源和医疗费用,并对逆选择和就医不公的问题进行适当干预,促使商业健康保险承担更多的风险责任等主要经验与启示,旨在为我国医疗保障改革与全民医保的发展提供新的视角与思路。It introduces the development situation of the German Universal Health Care, and reveals its basic characteristics and main problems of the German Universal Health Care, some the experience and enlightenment are concluded from the German universal health care as follows： sticks to improve the operational efficiency of universal health care through the market competition brought from the private health insurance under the basic principle of mutual aid, pays attention to save medical resources and health care costs. In order to encourage commercial health insurance to take on more risk liability, some appropriate measures are taken to intervene the problem of adverse selection and the unfair treatment during the medical service. The experience and enlightenment will provide new perspectives and ideas to promote China＇ s health care reform and ／universal health care development for China.
