摘　　要："大学生创新创业训练计划"是教育主管理部门面向本科生立项的项目,也是"高等学校本科教学质量与教学改革工程"重点建设项目之一。目的是通过开展创新创业教育的改革,促进人才培养观念的转变,提升大学生创新创业素质和能力,为创建创新型国家储备人才。介绍了当前开展"大学生创新创业训练计划"的现实意义及必要性、"国家级—省级—校级"三层次的创新创业训练体系、运行机制和管理模式,提出了实施路径、激励政策和科学化管理等措施,并采取建立创业孵化基地、项目驱动、开放实验室等形式,促进大学生创新创业素养和能力的提升,取得了较好的效果。＂The Undergraduate Innovation and Entrepreneurship Training Program＂ is set up by educational authorities for undergraduates,and it is also one of the key construction projects of the Undergraduate Teaching Quality and Teaching Reform Project.Through the reform of innovation and entrepreneurship education,it is aimed to transform the concept of talent cultivation,promote college students＇ innovative quality and ability to increase reserve talents for our innovative country.This paper introduces the current significance and its necessity of ＂the Undergraduate Innovation and Entrepreneurship Training Program＂,three-level innovation and entrepreneurship training system （national,provincial,and university level）,operation mechanism and management modes.It proposes the measures of implementation,incentive policies and scientific management.By establishing incubation bases,driving projects,and opening laboratories,it enhances students＇ innovative quality and ability,and achieves good results.
