摘　　要：河南省作为一个传统农业大省,家庭联产承包责任制的实行给河南省的农业发展带来了很大契机,使农民的温饱问题得到解决。但是,要让农民真正富裕起来,发展农业规模经营是必然选择。政府应该采取措施调动各方面因素发展农业规模经营,为此要建立灵活的土地流转机制,鼓励生产要素入股,科学规划促进农业规模发展,大力发展农村集体经济,构建健全的社会化服务体系以及进一步创新和完善规模生产组织形式等。In Henan province, a traditional agricultural province, the implement of the rural household responsibility system was a great opportunity for the agricultural development, which in turn has resolved the problem of food and clothing of farmers. But to make farmers rich, agricultural scale operation is the inevitable choice. The government should take measures to mobilize various aspects to develop agricuhural scale operation, so some measures should be adopted, such as establishing flexible land circulation mechanism, encouraging factor in production admission, scientific planning to promote agricultural scale operation, developing the rural collective economy and rural education vigorously, building sound social service system and innovating scale production organization form, etc.
