风险社会背景下的预防接种不良反应补偿制度改革

摘　　要：随着我国预防接种规模的不断增加,基于药品安全风险的预防接种不良反应时有发生,而对不良反应的补偿制度尚须进一步改革。本文分析了预防接种不良反应补偿制度改革的重要意义和特征,并分析了我国现行的预防接种不良反应制度在补偿资金、补偿程序、补偿标准以及补偿方式上存在的问题,同时归纳出了三种具有代表性的发达国家补偿模式,最后提出应更多地借鉴美国的救济基金和瑞典的责任保险模式的经验,并从拓宽补偿资金来源渠道、明确和简化补偿程序、适当提高补偿标准以及扩大一次性补偿之外的可持续补偿对我国现有的预防接种不良反应补偿制度进行优化。With the increasing of vaccinations in China,more adverse events following immunization（ AEFI） occur during the approaching of risk society,but its compensation system is still problematic. This paper discusses the significance and feature of AEFI compensation system reform in China,examining its current problems and challenges in the funds source,procedure,standard and pattern of its AEFI compensation system. In addition,it summarizes three types of AEFI compensation model in three representative developed countries and suggests that China should learn a few of experiences from both of American and Sweden＇s models. Finally,it put forward a series of practical policy suggestions to reform China＇ s AEFI compensation system from its compensation funds source,procedure, standard and pattern.
