国有林权改革下承包户森林经营的投入效果评价

摘　　要：从承包户森林经营投入的视角,选取双丰、铁力、桃山、翠峦、乌马河5个国有林权改革试点林业局的承包户作为决策单元,根据2008年和2010年两轮承包户的面板数据,应用DEA方法,测算改革后承包户森林经营的投入效果。测算结果表明:承包户森林经营投入效率较低,无论是技术效率、纯技术效率和规模效率都明显低于非改革林业局的效率。并且5个林业局之间以及各林业局内部的承包户森林经营效果具有明显的差异性,这在一定程度上会影响承包户经营森林的积极性,进而会影响国有森林资源的可持续经营,违背国有林权改革的长远目标。From the perspective of forest contractor’s input to forest management, by selecting the contractors from Shuangfeng Forestry Bureaus, Tieli Forestry Bureaus, Taoshan Forestry Bureaus, Cuiluan Forestry Bureaus, Wumahe Forestry Bureaus, which are the test units of state-owned forest tenure reform, as the decision-making units, the input effects of forest management after the reform of the contractors were calculated based on the data obtained by questionnaire survey in 2008 and 2010, and by applying DEA method. The results indicate that the effect of contractors’ forest management was lower, its technological effect, pure technological effect and scale effect are all lower than that of non-reform of forestry bureau;and every contractor’s forest management effects had significant differences in five forestry bureaus and every forestry bureau inner. It is considered this situation will influence the contractor’s positivity, and then it will affect sustainable management of state-owned forest. At last, this will against the long-term goal of state-owned forest tenure reform.
