摘　　要：行政赔偿先行处理程序具有公正、效率、补救等价值,能快速地使受害人获得赔偿、减轻法院的诉累以及使行政机关能够自我审查和纠错。然而,我国现行的行政赔偿先行处理程序却存在着诸多缺陷。因此,有必要对这些问题进行深入的研究,进而有针对性地弥补程序之缺陷,实现程序之价值。The beforehand conductive procedure of administrative indemnity has many kinds of values such as fairness, effectiveness, remediation and so forth. It can make quickly up the loss of sufferers, make administrative institutions review their actions and correct errors and ease the burden of courts. However, nowadays, the beforehand conductive procedure of administrative indemnity of our country has many defects. Therefore,for achieving procedural values it is necessary to research deeply these problems and make up these defects.
