摘　　要：中俄漠大管道是我国第一条穿越多年冻土区域的大口径长距离输油管道,因地理位置特殊,运营条件恶劣,维修维护困难,而受到前所未有的关注。概述了该跨国管道的基本情况,对其建设运行以来遇到的各类风险进行了详细分析,介绍了面对这些风险的解决方案和成功经验,总结了运行以来取得的各类成果,如针对性地采取缺陷修复、冻土灾害治理、低温维抢修设备改造等一系列预控措施。基于问题分析和经验总结,提出了高寒冻土区管道设计、建设过程中的优化建议,从而为我国高寒地区管道设计、施工管理和技术发展提供参考。(参10)Sino-Russian Mohe-Daqing Crude Oil Pipeline is the first large-diameter and long-distance oil pipeline passing through permafrost areas in China. It attracts unprecedented attention because of its special geographic position, hostile operation condition and difficulty in maintenance. This paper gives an overview on the basic information of this transnational pipeline and analyzes all kinds of risks encountered since its operation in detail, introduces the methods and successful experiences in the countermeasure against the risks and summarizes all kinds of achievements since the operation including a series of precautions and prevention measures like prudent defect repairs, management of frozen earth disaster and transformation of low temperature maintenance equipment. Based on analysis results and experience summary, this paper puts forward optimization suggestions on the design and construction process of pipeline in extremely cold permafrost areas, which can provide a reference to the design, construction and technology development of pipelines in extremely cold areas in China.
