林木资源损失评估方法的实证研究

摘　　要：以森林火灾灾后林木资源损失直接评估法和间接评估法为基础,利用2006年黑龙江省嫩江县北部嘎拉山林场施业区的森林火灾进行实证分析,对两种方法进行比较研究。结果表明,采用直接评估法和间接评估法计算林木资源损失的结果分别为33 953.7万元和38 583.8万元,评估的结果略有差异,但差异不大。因此,采用直接评估法和间接评估法对森林火灾灾后林木资源损失进行评估都是可行的。但由于林木资源损失评估中受林木受害程度和林木生长状态等因素的影响,其评定参数的划定,土地机会成本的确定都存在困难,因此林木资源损失的准确评估还存在一定的困难,测算的精度也存在一定的问题,评估参数划定、评估参数的确定以及评估方法的选取还需要进一步的完善和提高。Based on direct and indirect assessment method of forest fire disaster loss,we empirically analyzed forest fire data of Gala Mountain Forest Farm in Nenjiang County,Heilongjiang province. Then we compared the two methods. The results showed that the direct and indirect assessment evaluation method to calculate the result of the loss of forest resources was 339. 537 million and 385. 838 million yuan,respectively. The assessment results differed slightly,but the difference was not significant. Therefore,both of the two assessment methods on assessing the damage of forest resources dure to forest fire are feasible. However,because the level of forest resources loss assessment is affected by tree damage,tree growth status,and other factors,it is difficult to determine its assessment parameters and land opportunity costs. Therefore,there are still some difficulties in accurate assessment of the forest resources loss and some accuracy issues in estimation. The delineation and determination of evaluation parameters as well as the selection of assessment methods are still need to be further refined and improved.
