我国运动员保障体系性质分析及构建策略

摘　　要：运用文献资料法、逻辑归纳法等研究方法,对我国运动员保险保障体系运行现状及存在主要问题进行探究。研究认为:我国运动员保险保障体系是以"优秀运动员伤残互助保险基金"、"优秀运动员在役奖学金、助学金"、"国家队老运动员教练员关怀基金"为主体的"三金一保"社会福利补偿式保障结构。体系主要存在法律层次低、保障范围窄,保险品种少、理赔额度小,入学口径窄、文化教育差等问题,建议:加大对体育保险保障的相关立法,推进体育进入特殊职业医疗防治体系的准入,加强对体育保险公司及机构的管理与建设,研发符合体育发展的新险种;扩大运动员进入学校学习的路径与方式等,进一步完善我国运动员保险保障体系,为我国体育事业的发展保驾护航。Using documentary and logical analysis to our country athlete insurance system were analyzed,and theresults show that：at present our country athlete insurance is the ＂outstanding athlete disability mutual insurancefund＂,＂outstanding athlete scholarship,assistantship in service＂,＂national team athletes coaches fund＂care ＂san-jin a protect＂as the main body of compensation type social welfare system,the system is the legal guarantee of lowlevel,at the same time narrow range can not cover all the athletes,insurance breed less,small claims limit can＇t fullyexert shock absorption effect,narrow entrance diameter retired,culture and education difference cannot effectivelysolve the employment problems,suggest to legislation,improve the athlete insurance regulation system;innovation isplanted,rich athletes insurance varieties and content;widen caliber,increases the chances of athletes receive schooleducation,etc.,to further improve and perfect athlete insurance guarantee system,to ensure the material supplies forthe sustainable development of competitive sports in our country.
