“慢病风险10指标”及“主动健康100分健康风险评估干预系统”在慢性病防控信息采集和健康评价中的作用

摘　　要：慢性非传染性疾病对我国居民健康已造成巨大威胁,采取有效措施遏制其流行颇为关键。借鉴发达国家成功经验,WHO重要报告以及最新科研进展并结合中国国情,我们遴选并推荐中国慢性病防控应重点关注吸烟、饮酒、体力运动不足、不健康饮食、肥胖、高血压、高血糖、高胆固醇血症、高甘油三酯血症和高同型半胱氨酸血症十大风险因素,即"慢病风险10指标"。对应的,我们创建了"主动健康100分健康风险评估干预系统"。个人可以借助这些评价和判断自身的慢性病风险状况以及暴露风险因素的程度,进而采取措施减轻或者避免暴露。慢性病管理机构可借助其进行群体健康信息采集、健康评价以及咨询指导和医疗服务。国家卫生管理机构和财政部门可以依据所反馈的信息进行医疗资源配置和经济投入。"慢病风险10指标"和"主动健康100分"在慢性病管理过程中将发挥重要作用。Non-communicable dieseases（NCDs） have become the most prominent threat to people＇s health in China. Therefore, intensive action is needed to be taken to reverse the NCDs epidemic. After reviewing of experience from the developed countries and WHO＇s reports, and examing the existed knowledge and evidence, we suggest that the 10 leading modifiable risk factors including alcohol intake, tobacco use, insufficient physical activity, unhealthy diet, high blood pressure, elevated glucose levels, high cholesterol, high triglycerides, overweight/obesity and hyperhomocysteinemia should be focused in prevention and control of NCDs in China, which is defined as ＂10 RISK FACTORS for NCDs＂. Correspondingly, we developed the ＂ACTIVE HEALTH 100 POINTS＂ health risk appraisal and intervention system. Both of them can be used by individuals to assess their health conditions and possible risk factors exposure, and thus to take actions to avoid or reduce the exposures. In addition, NCDs administrative agencies can use them to collect health information, make health assessment and thus provide medical services. Finally, they can help our government to make the most effective health resources allocation. In conclusion, they may play an important role in NCDs prevention and control.
