英美慈善事业发展模式对我国慈善立法的启示

摘　　要：英美慈善事业的发展模式根植于西方传统的基督教文化,同时受到本国政治、经济和历史文化传统的影响,而呈现出不同的特点。英国慈善事业发展模式体现了政府与民间慈善组织的合作关系,而美国则具有很强的民间自发性和独特之处。英美慈善事业发展模式对我国慈善立法的启示在于,需要健全慈善激励、慈善监管和慈善文化法律制度体系。The British and American philanthropy modes are rooted in the traditional Western Christian culture,and have been influenced by their own political,economic and historical and cultural traditions and thus each has its own characteristics. The British mode reflects cooperation between government and charity organizations while the America mode is of strong spontaneity by people.The implications of the British and American charity modes for China are that we need to develop a legal system to encourage and supervise charity and promote the development of a charity culture.
