生态文明建设视角下土地利用规划与环境保护规划的空间衔接研究

摘　　要：优化国土空间开发格局与加大自然生态系统和环境保护力度是生态文明建设中的两项重要内容。随着国家新型城镇化规划的出台,未来我国城乡建设必将面临更大的环境压力。本文基于生态文明建设的视角,在对土地利用规划中的"三界四区"及环境保护规划中的环境功能分区和生态红线的内涵进行阐述的基础上,基于环境承载力评价对"三界四区"和环境功能分区进行衔接,并根据生态红线对"三界四区"的划分进行微调,以期为土地利用规划和环境保护规划的编制及其实施过程中的有效衔接提供参考借鉴。There are two overwhelming tasks for ecological civilization construction in China, i.e., optimizing the national spatial development pattern and strengthening the protection of natural ecological system and environment. Meanwhile, with the introduction of new-type urbanization planning, urban-rural construction will result in even greater environmental impacts in the future. From the perspective of ecological civilization construction, this paper elaborates the connotations of ＂three boundaries and four areas＂ in land use planning, and environmental function zoning and ecological red line in environmental protection planning. Then, how to interlink the ＂three boundaries and four areas＂ with environmental function zoning is analyzed based on the evaluation of environmental carrying capacity. According to the division of ecological red line, fine adjustment of ＂three boundaries and four areas＂ is finally discussed. This study may provide useful reference for the formation of land use planning and environmental protection planning, and the effective interlinking in the process of implementing these two plans.
