农地整理对农户农地适度经营规模的影响——以湖北省为例

摘　　要：基于农户微观角度,首先运用经济学理论模型推导出农地整理对农户农地适度经营规模的影响,然后在调查数据的基础上测算农地整理影响下的农户农地适度经营规模,进而得出劳动力转移和耕地流转的规模。结果表明,农户农地适度经营规模受到农地整理的影响;农地整理区农户农地适度经营规模大于现有农户农地规模,农地整理区户均农地适度经营规模为1.96hm2;湖北省农地整理区户均应转入农地量为1.17hm2,户均劳力转移人数为1.25人。因此,应建立完善的农地流转机制和农村剩余劳动力转移机制,通过农地流转和劳动力转移扩大农户农地经营规模,并加大农地整理力度和提高农地整理质量,从而实现农业适度规模化经营。The purpose of this paper is to study moderate-scale management of farmland for farm households under the influence of farmland consolidation. Method of economics theory model was used to deduce the influence of farmland consolidation on moderate-scale management of farmland for farm household based on the microscopic point of farm households, then it calculated the moderate-scale of farmland under the survey data, and obtain the scale of labor and cultivated land transfer. The results indicated that： The moderate-scale management of farmland for farm households was affected by farmland consolidation. The moderate-scale management of farmland for farm households in farmland consolidation area was greater than present. The moderate-scale management of farmland per family is 1.96hm2 and the transfer number of laber force per family is 1.25 people in farmland consolidation area. It was concluded that the perfect mechanism should be established for farmland and surplus-labor transfer, which can enlarge the scale of farmland for farm households, then enhance the scale and quality of farmland consolidation to achieve moderate-scale management for agriculture.
