摘　　要：在公共预算中扩大公众参与,是社会管理模式的重大创新,是基层民主建设的生动典范。巴西阿雷格里港市,德国、法国、意大利等欧洲国家,美国参与式预算模式均各不相同。我国公共预算中公众参与主要有浙江温岭模式、河南焦作模式、江苏无锡模式、上海闵行模式等,都尚存不足,如主要局限在街道乡镇一级实施,主要仅在经济发达地区实施,参与项目及财政资金有限等。预算民主化、法治化、透明化以及预算参与度是理想化模式设计的目标要素,其实施的技术路径应为科学编制预算、完善公众普遍参与的审批体制及健全以公众参与为基础的预算执行和绩效评价监督体系。Expanding public participation in the public budget, is the major innovation of social management mode, is a vivid example of democracy at the grassroots level construction. Porto alegre of Brazil, Germany, France, Italy and other European countries, the U- nited States and other countries of the participatory budget mode are different. The main modes of public participation in China＇ s pub- lie budget are Zhejiang Wenling, Henan Jiaozuo, Jiangsu Wuxi, Shanghai Minhang model, etc. But there are weakpoints, such as mainly limited in the streets township level, only in economically developed areas, participate in project and financial capital is not enough, etc. Budget democratization, under the rule of law, transparency and budget participation are the goal of idealized pattern design elements, its implementation technology path should be scientific budgeting, perfect the public participate in the examination and approval system and improve the budget implementation and performance evaluation of the supervision system on the basis of public participation.
