摘　　要：联合国第二代维持和平行动中冲突后建设和平是一项随着联合国由"维持和平"向"缔造和平"倾斜过程中的关键步骤。在这一衔接过程中,军事人员与非军事人员的交接,人员素质等问题比较凸显。而这些问题受到联合国机构改革,后勤资金充裕与否等的制约。联合国机构改革为冲突后建设提供了切实可行的制度基础。新的维和行动相关部门能够利用实地经验有效指导冲突地区重建工作;并落实后勤资金保障。The second generation peace keeping operation of the United Nations is the key step in the process of “Peace - keeping” to “Peace - building”. Such issues as the transfer of military and nonmilitary persons, or the staff quality would be problems during the process. Meanwhile, these problems are constrained in the reformation of the UN, or the plenty logistics funds. The reformation of the UN is the institutional basis of the after - conflict construction. The new peace keeping operations＇ departments can guide the work of conflictareas rebuilding effectively through on -the -spot experiences and imolement the logistics funds.
