安康市县域经济竞争力研究

摘　　要：以县域经济竞争力为目标层,以人力资源竞争力、农业竞争力、工业竞争力、基础条件竞争力、财政金融竞争力、文教竞争力和社会福利竞争力7个指标为准则层,构建了一个含有24个指标的县域经济竞争力评价指标体系。基于《中国县(市)社会经济统计年鉴》(2012)的统计数据,运用秩和比法,首先计算出了安康市9个县的目标层和准则层指标的秩和比,其次,从准则层指标的秩和比排序和目标层指标的秩和比排序对各个县域经济的发展情况进行了分析,并将安康市县域经济分为3大类型:第一大类型为县域经济先进型,包括旬阳县和汉阴县;第二大类型为县域经济中等型,包括紫阳县、平利县、石泉县、白河县、岚皋县和宁陕县;第三大类型为县域经济落后型,包括镇坪县。最后,从准则层指标的秩和比排序出发提出了提升各个县域经济竞争力的对策建议。This paper takes the county economy competitiveness as the target layer,and takes the competitiveness of human resources,agricultural competitiveness,industrial competitiveness,infrastructure competitiveness,financial competitiveness,cultural education competitiveness and social welfare competitiveness as the criterion layer,based on these,a county economy competitiveness evaluation index system which contains 24 indicators was constructed.According to the statistical data from the ＂Chinese county （city） economic and Social Statistical Yearbook＂,by using the method of Rank Sum Ratio （RSR） method,firstly,the 9 counties＇ RSR of the target layer and the criterion layer in Ankang City were calculated,secondly,the development of each county economy was analyzed from the RSR rank of the criterion layer and the target layer,and the county economy of Ankang City was divided into three types,the first type was of advanced,including Xunyang County and Hanyin County; the second type is of medium,including Ziyang County,Pingli County,Shiquan County,Baihe County,Langao County and Ningshan County.The third type is of backward,including Zhenping County.Finally,countermeasures to improve the county economy from the RSR rank of the criterion layer were put forward.
