基于善治视角下的公民网络政治参与

摘　　要：善治是良好的治理,是国家和公民间的最佳状态;公民网络政治参与是公民通过网络平台影响和推动政府决策过程的活动,是公民政治参与的新形式。两者作为我国政治研究和政治建设中方兴未艾的课题和实践,因与民主政治息息相关,所以不可避免地具有某种内在联系。善治视角下公民网络政治参与具有正面和负面双重效应。我们应该从政府与公民两方面着手,为发挥公民网络政治参与的正面效应,实现公民网络政治参与有效性和有序性的统一,搭建起政府与社会公众网络合作共治的互动平台,最终实现政府善治而努力。Good governance is the best state and citizens; citizens online political participation is the citizens through the network platform influence and promote the government decision-making process activities, is a new form of citizen political participation. The two as the subject and practice be just unfolding of our political research and political construction, because is closely linked with democracy, so inevitably has some kind of inner link. Good governance has positive and negative effects of network political participation from the perspective of citizen. We should start from two aspects of government and citizen, to play the positive effect of citizen network politics participation, realizing citizen in uniform validity of network political participation and orderly, to build interactive platform for cooperation between the government and the public network governance, achieve good governance and efforts.
