摘　　要：外溢发展是构建开放型经济新体制的一个方面,它不仅包括物理技术的扩散,也包括社会技术的扩散。通过分析新加坡科技工业园区的海外复制及苏州工业园的案例,深入地认识和反思了社会技术及其扩散,为更好地借鉴新加坡经验提供若干启示。Spillover development is an aspect in con- structing a new open economic system, which refers not only diffusion of physical technology but also social technology. This paper analyses the exploitation of Singapore＇s overseas industrial park. as well as the Suzhou Industrial Park, for deepping understanding and rethinking of social technology, which follows that some implications are made for promoting the economic development.
